WFEC joined the Alliance for Cooperative Energy Services
(ACES) Power Marketing LLC, which is a risk mitigation group.
ACES’ business strategy is unique in the energy marketing
and trading industry. It operates as an energy risk management
and hedge manager, developing strategies, implementing trading
controls and managing transaction execution for multiple
entities as their legal agent. ACES’ business process
allows its customers to actively participate in the hedging
strategy by collectively utilizing their infrastructure
and resources to assess their risks and execute specific,
customized portfolio strategies.
Transmission Project: In mid-2002, WFEC
and Kiowa Power Partners (KPP), an affiliate of Tenaska,
Inc., entered into an agreement for the construction of
a high voltage transmission line. The line will follow a
route from a generating station near Kiowa, to its southern
terminus near Savoy, Texas. Under the terms of the agreement,
KPP will reimburse WFEC for the cost of the Oklahoma portion
of the line in return for capacity in the transmission line.
WFEC’s project scope involves managing the transmission
design and engineering, as well as procuring right-of-way
and project materials. WFEC will construct, operate and
own the 76-mile Oklahoma portion of the single steel pole
transmission line. KPP will own the nine-mile Texas portion
of the transmission line.
Wind Energy Agreement: In early 2003,
WFEC reached an agreement with Blue Canyon Wind Power LLC,
to purchase electricity from a wind energy project. The
wind farm site is located in an area north of Lawton. The
ridgeline’s east-west orientation, which is also perpendicular
to the prevailing southerly wind directions, results in
one of the most energetic wind resources in the southwest.
WFEC began purchasing all of the power produced by the 45
wind turbines in December of 2003.
